establish site
administration procedures:
Lueder in collaboration with the owner and architect will
establish Site Administration Procedures and Reporting Systems to provide for
effective and efficient project management and to ensure that all concerned
parties are informed of pertinent information. These procedures involve pay
requests, change orders, shop drawings, field inspections, scheduling, safety,
communications, accounting, and project close-out. Lueder will obtain Bonds and
Insurance Certificates from each contractor prior to beginning work on the
site.
project
management, on-site supervision
and field
engineering:
Lueder will provide a full time staff of experienced team
members consisting of a Project manager, Field Superintendent, Field Engineer
(where appropriate) and office support, during the entire construction process.
The staff will coordinate the work of the trade contractors, interpret the
plans and specifications and communicate with the owner and architect to resolve
problems and questions. Lueder's Project manager will serve as an interface
between the pre-construction and construction phase efforts, acting as a
liaison between the field staff and owners, architects and office staff.
temporary job
site facilities:
Lueder will provide all temporary job site facilities as
needed in the performance of the work. These temporary items may include:
hoisting temporary toilets; fencing; roads; parking lots; first aid station;
elevators; fire protection; project signs; safety barricades; drinking water;
cleaning; trucking; refuse chutes and disposal; heat; water and electricity;
protective enclosures; field office; tool and storage shed.
permits and
approvals:
Lueder will assist the owner in obtaining permits, special
approvals for permanent improvements from authorities having jurisdiction over
the project, and verifying that applicable fees and assessments have been paid.
prepare
construction scheduling programs
Lueder will prepare a construction schedule, integrating the
activities of various subcontractors into one record. Periodic scheduled
meetings will be held onsite with the project manager and his counterpart from
each of the various contractors to provide updated information. The
construction schedule is updated monthly and is used as a tool for project
management to ensure the scheduling and expediting of material and equipment
deliveries. The progress of the project is continuously monitored against the
project activity and a simple bar chart schedule is developed for the trade
foremen.
"cash-flow"
projections:
Lueder will prepare revised "cash-flow"
projections after budgets have been defined. The "cash-flow"
projection will be based upon the construction schedule and will be updated on
a periodic basis to reflect schedule changes.
contractor
compliance and quality control:
Lueder's on-site staff will observe all subcontractors work
as it is being performed until final completion and acceptance of each phase.
This ensures that the materials furnished and work performed are in accordance
with the construction drawings, specifications and other contract documents and
that the work is progressing on schedule.
payment
requests:
On a monthly basis, Lueder will review the progress of each
subcontractor and will agree upon an appropriate payment amount. Payments are
based upon percentage of contract completion and an approved schedule of values
for each contractor. Lueder's field staff will verify the work performed by
each subcontractor to ensure that the contractor's request for payment is
commensurate with the work performed. Lueder will maintain detailed cost
accounting records of work performed, additional work performed on the basis of
actual costs of labor and materials and any other work requiring separate accounting
records.
monthly
construction progress report:
Lueder will prepare and distribute to the construction team
a Monthly Construction Progress Report. Included in this report will be the
Project Manager's project status report, contractor activity reports, minutes
of the Progress Meetings, "to do" lists, manpower summary, updated
bar chart schedule, change order/change proposal summary, shop drawing status
report and construction progress photos.
change orders:
Lueder will process all requests for changes and negotiate
with subcontractors and suppliers, if necessary, prior to submittal to the
owner and the architect for approval. Lueder will research costs, means and
methods of construction to ensure that the owner is gaining the maximum value
due to any change in contract documents.
safety programs:
Lueder will review subcontractors' safety programs and, as
necessary, will assist the contractor in implementation of a comprehensive
safety program. Independent safety councils and trade organizations are
resources used by Lueder to ensure compliance with safety regulations.
process shop
drawings:
Lueder's Project Manager will receive shop drawings and
submittals from contractors, review them for compliance and route them to the
architect/engineers for approval. The status of shop drawings will be monitored
to ensure timely approval and that materials are available on site when needed.
records on-site:
Lueder will maintain on-site current records of all
contracts, material orders, shop drawings, test reports, samples, change
orders, diaries of events occurring onsite, construction schedules,
"marked-up" working drawing prints and specifications reflecting
"as-built" conditions. These are for use by the tradesmen, owner
representatives and consultants.
