administration procedures:
Lueder in collaboration with the owner and the architect
will adapt Project management and General Construction Procedures. The
procedures will serve to ensure the proper gathering and dissemination of all
pertinent project information including: human engineering, design and
construction phasing schedules, cost estimates, project budgets, cash flow
forecast, value management analysis and team organization. These procedures
enhance Lueder's ability to review past actions, define project goals and
create project strategy.
provision of
project manual:
Lueder will prepare and maintain a project manual which is
distributed to all key members of the team, which includes: budgets, estimates,
preliminary schedule, cash flow projections, "to do" lists, and team
administration procedures.
preliminary
evaluation:
Lueder will develop and provide periodic estimates of
construction costs to enable a preliminary evaluation of the building program
and project budgets. Lueder will at all times work with the architect and owner
to develop and propose cost reduction strategies.
establishing
phasing strategy:
Lueder will review the total building program and identify
critical construction phases based upon the owner's needs, agency approvals,
design status, financing and internal operation. Lueder works with the owner
and architect to examine the feasibility of starting work prior to completion
of contract documents. Lueder identifies at the earliest stages of the project
the particular phases of utility work, site work, footing and foundation work
and long lead items which may be undertaken. This type of project delivery is
referred to as "Fast Track". A phased bid schedule is established
with the concurrence of all team members. This schedule establishes the
activities of each team member and the corresponding items for activity
completion in order to ensure that the bid schedule can be maintained.
review progress
of design documents:
Throughout the design phase Lueder will review the status of
the design with the architect and engineers for compliance with the established
design schedule and budget. The project budget and subsequent estimates are
based upon the mutually agreed-upon schedule. Lueder will recommend to the
owner/architect, selection of materials, building systems and methods of
project delivery. Recommendations will be provided on relative feasibility of
construction, availability of materials and labor, and time requirements for
procurement, as related to overall project costs.
conduct
manufacturer's seminars:
Where appropriate and/or necessary, Lueder will arrange for
seminars to be conducted by various manufacturers to familiarize the
owner/architect with the systems and products under consideration. If
appropriate, travel to a production facility or manufacturing plant may occur.
value management
comparisons of alternate systems:
During design, Lueder's staff, will review the proposed
design from the point of construction to identify alternatives and to provide
comparative costs of systems, materials or equipment which may be more cost
effective.
provide cost
control:
Lueder provides and maintains a cost control system which
will be used throughout construction to identify all cost categories and
compare budgets to actual costs. This "Budget Variance Report" is
updated and reviewed by the construction team on a monthly basis both prior to
and during the construction process.
provide final
document review:
Lueder will review the design documents to ensure that all
items specified can be competitively bid. Prior to the bidding phases, a
thorough review of the construction documents is performed to identify and
eliminate possible gaps between the various bid packages, omissions or conflicts
in the drawings and specifications. In addition, Lueder will recommend the
separate work categories which will provide the best competitive bid packages
from the local subcontractors.
identify long
lead time material and equipment purchases:
Lueder will identify, recommend for purchase and expedite
the procurement of materials and equipment which require long lead time in
order to ensure delivery of items when needed in the construction.
prepare
preliminary "cash flow" projections:
Lueder will prepare "cash flow" projections based
upon the required construction schedule to assist the owners in determining
cash requirements.
solicit
competitive bids:
Lueder will solicit bids for the various work categories.
This will consist of:
- Evaluating the labor and
contract markets to establish the optimum methods and times for bidding
the work categories;
- Preparing a subcontractor's
list of qualified bidders for the various work categories, with the
emphasis on gaining the maximum interest of local subcontractors;
- Conducting pre-bid
conferences with the prospective bidders to restate the various
requirements and to answer questions;
- Assist in the preparation of
addenda required during the bidding process;
- Actively solicit the interest
of a sufficient number of subcontractors for the work categories in order
to provide good bidding competition; and
- Receive bids and evaluate
them with the owner and architect. The apparent low bidders are
interviewed to determine the validity and completeness of their proposals.
Lueder will prepare a list of recommended contractors for each category of
work for the owner's review and final approval.
prepare
construction contracts:
Lueder will prepare and issue the subcontracts, purchase
order documents and notices to proceed for each category of work. Lueder will
conduct pre-construction conferences with the successful bidders in each work
category to discuss procedures, scheduling and equal employment opportunity
programs. Lueder will prepare minutes of these conferences for distribution to
all parties in attendance.
